In 1877, the Post Office allowed for the mailing of private postcards legally through the postal system paid at the 3¢ letter mail rate. Private postcards did not qualify for the 1¢ postcard rate until 1895. This card was sent on behalf of W.B. Bulling Jr., District Freight Agent, in response to the addressee’s letter of February 14, 1890 and bears a transit postmark from London, Ontario and a split circle receiving postmark from London East of February 25, 1890.
